In the beginning
The SCVCC was formed and incorporated in 1984 by three individuals: Mike Shipione, Dick Bosse and Arthur Lowe as a way to combine Tubac Homeowner Associations into one organization in order to fight a planned high density housing project called "Tubac Alta".
Overall the SCVCC has a history of being a citizens watchdog organization that relies on the diligences of its Board of Directors and District Representatives as well as its members to ensure that Tubac and surrounding communities (7 districts) comply with the County Comprehensive Plan, protect our environment and remain the kind of place where we all choose to live.

- Developers
- Utility Companies
- Border Patrol
